Why Youth Provincial Assembly Khyber Pakhtunkhwa?

As PILDAT launched the first-ever Youth Parliament Pakistan in 2007, the goals before us were to strengthen Pakistanís democratic institutions through inculcating democratic culture in the Youth of Pakistan. 6-years on, we have made our modest efforts through 4 batches of Youth Parliament Pakistan to generate open, fact-based and informed discourse on issues facing the country and develop tools, mechanisms and systems to facilitate the exposure of democratic system to the Youth of Pakistan. Through the Youth Parliament Pakistan, we have also encouraged that the Youth denounce extremist tendencies and lack of tolerance for othersí beliefs and views and strengthen and uphold the rule of law in Pakistan.

With the firm faith that a steady and positive engagement with Pakistani youth is the best interest of the society, PILDAT has now launched the first-ever Youth Provincial Assembly Khyber Pakhtunkhwa (YPA-KP) focused only at the youth of Khyber Pakhtunkhwa Province. The Youth Provincial Assembly Khyber Pakhtunkhwa (YPA-KP) will focus on engaging with the KP Youth in a healthy discourse and exposing them to democratic process and practices.

Introduction

The YPA-KP is a platform patterned after the Provincial Assembly of Khyber Pakhtunkhwa with 41 seats from the province. YPA-KP will approximately have a One-year term and will meet for 16 days over 4 sessions at Peshawar. The Youth Provincial Assembly will have its own two-party system, Youth Chief Minster, Youth Provincial Opposition Leader, a Youth Provincial Cabinet, a Youth Provincial Shadow Cabinet and Youth Provincial Standing Committees.

Members of the Youth Provincial Assembly Khyber Pakhtunkhwa, once selected, will be provided with opportunities to interact with the decision-makers of the Province including Provincial Legislators and Elected Executive and Judicial branches of Khyber Pakhtunkhwa. Members will also undergo a simulated exercise while they will be encouraged to prepare and present policy proposals to the Provincial Cabinet, Provincial Assembly and various Government Ministries on national and provincial issues affecting Khyber Pakhtunkhwa.

Objectives

The objective behind facilitating YPA-KP is to provide a platform to KP Youth to articulate their views on state policies and matters of their concern in an informed and structured manner. The YPA-KP will assist selected Youth of KP to learn how to engage in civilised dialogue and debate on contentious issues facing the province.

Specific objectives of the YPA-KP are to educate the KP Youth about politics and democracy and to demonstrate to them how the Provincial Assemblies are able to:

  • Legislate;

  • Debate matters of provincial and national concern;

  • Demand accountability from those in Government;

  • Discuss legislation in Committee;

  • Change Government without recourse to civil disorder; and

  • Make and enforce their own rules of conduct

In addition the YPA-KP serves as a useful forum to voice views of the KP Youth about a range of provincial and national issues. The debates in the YPA-KP are meant to not only help the young members in their personal development as a useful citizen, these also serve the purpose of articulating views of the youth on vital issues facing the province and conveying these to the Government.

 

Key Features of the Youth Provincial Assembly Khyber Pakhtunkhwa

 

As a model Provincial Assembly for the Youth of Khyber Pakhtunkhwa, the Youth Provincial Assembly - KP is patterned after the Provincial Assembly of Khyber Pakhtunkhwa although its membership is smaller than that of the Provincial Assembly Khyber Pakhtunkhwa. Wherever possible, the Youth Provincial Assembly Khyber Pakhtunkhwa follows the rules of procedures as close to the KP Provincial Assembly as practical. However, better practices from other Assemblies are adopted to expose the KP Youth to better Parliamentary practices.

Membership: 41 members to be selected by inviting Expressions of Interest through a newspaper advertisement.

Members Age: 18 to 29 years as per definition of Youth in the National Youth Policy.

Term: The term of the YPA-KP will be about one year.

Secretariat of the YPA: PILDAT will serve as the Secretariat of the YPA-KP.

Media Gallery: Media will be invited to cover the proceedings through a Press Gallery.

Visitors Gallery: Public will be able to observe proceedings from a Visitorsí Gallery.

Minimum Work Days: The YPA-KP will meet for at least 16 days during the term.

Liaison with Provincial Assembly Standing Committees: The YPA-KP Standing Committees will be facilitated to interact with their counterpart Committees in the Provincial Assembly Khyber Pakhtunkhwa.
